Welcome New Executive Board Members!

Judy McMahon:

I am the Safety and Education Coordinator for Hallsdale-Powell Utility District (HPUD) where I have worked for 2 years. I am a former Elementary Educator with 18 years of experience. At HPUD, I am a part of the safety and environmental team that oversees OSHA regulations and TDEC requirements. As Education Coordinator, I visit area schools teaching water quality lessons. HPUD is a Water and Wastewater Utility District that serves a population of around 77,000. Our service area is 146 square miles and in Knox, Anderson, and Union counties.


Cynthia Foster:

I am a native of the Knoxville area.  I serve as the Executive Administrative Assistant with the Knox County Soil Conservation District where I have been working for four years.  Through the Tennessee Reconnect Program, I was able to go back to school and complete the coursework for an Associate of Science degree in 2017.  Our office partners with the USDA Natural Resource Conservation Service to provide technical and financial assistance to landowners for conservation practices and measures that improve farming operations and conserve natural resources.  I thoroughly enjoy assisting the farmers in Knox County and providing education and outreach to numerous school groups.


Ben Swanner:

I am a Civil Engineer with over fourteen years of Water Resources experience that includes MS4 and Industrial SWPPP environmental compliance, stormwater and sanitary utility design, and stream and wetland mitigation design. I am the Ecological Project Manager in the Knoxville Office of Civil and Environmental Consultants, Inc (CEC). We are a Pittsburgh, Pennsylvania based multidisciplinary firm with local offices located in Nashville, Sevierville, and in Knoxville on the University of Tennessee Research Park at Cherokee Farm.
